Every _C0 and _L are a line in the text. _C0 is basically the name of the cheat, while _L contains the code itself. Once you've set up the game, make sure cheats are enabled in PPSSPP, then press and hold the game icon, you should be able to view the cheats tickable in the cheats menu.
